Have you heard anything about the Executive Order on National Defense Resources Preparedness issued on March 16, 2012, by President Obama? I watch both the mainstream media and cable media and haven’t seen a word on this. Why not? Have you heard anything about it?
There have been Executive Orders like this in the past, such as ones in the Bush 43, Clinton, Reagan, and Eisenhower administrations, providing some kind of government commandeering during national emergencies. There orders usually are related to things like production capacity for defense contractors or for giving FEMA the authority to resolve issues between government departments in federally designated emergency areas. Those orders I can understand, but this Executive Order seems to go way beyond previous emergency orders and I don’t like it a bit.
It appears that the president is nervous about domestic violence breaking out because he has given the Department of Homeland Security the leading role in handling emergencies. The DHS Secretary will:
- “advise the President on issues of national defense resource preparedness”
- “provide for the central coordination of the plans and programs…under this order, and provide guidance to agencies assigned functions under this order…”
- Have oversight of “all other national defense programs, including civil defense and continuity of Government.”
Let’s start at the top of this Executive Order. I’m just quoting the salient parts of the order and all bolding is mine, so that you know what I’m concerned about.
Purpose: “This order delegates authorities and addresses national defense resource policies and programs…”
Policy: “The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency…”
This order creates the Defense Production Act Committee, which will be made up of the Attorney General; the Secretaries of State, Treasury, Defense, Interior, Agriculture, Commerce, Labor, Health and Human Services, Transportation, Energy, and Homeland Security; the Directors of National Intelligence and the CIA; The Chair of the Council of Economic Advisers; and the Administrators of the National Aeronautics and Space Administration and General Services. This Committee will advise the President on the effective use of the authorities under the Act. (Personal note: I’m thankful the EPA is not involved, considering all the rules and regulations THEY have been putting out lately!)
This order also provides for the nationalization of the entire US economy in the event of an emergency! For example, the Secretary of Labor will “collect and maintain data necessary to make a continuing appraisal of the Nation’s workforce needs for purposes of national defense” and will “formulate plans, programs, and policies for meeting the labor requirements of actions to be taken for national defense purposes.” Note that this can be done both under emergency and non-emergency conditions and can include all materials, services and facilities as deemed necessary. What??? Will the Department of Labor now be able to designate who does what job and to move people around to other jobs at will? Will there be yet more rules and regulations (that Congress hasn’t voted on) enacted?
The head of each agency is even authorized to guarantee loans by private institutions. The President is delegating his authority to these agencies to set rates of interest, guarantee and commitment fees, and any other charges in connection with these guarantee contracts! In fact, the President seems to be delegating his authority for a lot of things in this Executive Order, including procuring and installing Government owned equipment in plants, factories, or other industrial facilities owned by private persons. When our government is so far in debt, how do they think they will pay for all of this? And more, how are they going to coerce private entities or people to put up with this?
There are so many agencies that could take the lead on national emergencies but the President has put the Department of Homeland Security in charge of this task force. It seems like he is expecting some type of emergency from within the United States, rather than from an outside threat. The Secretary of Homeland Security has now become King in the land of Threats, since he will be in charge.
So who decides whether an event is an emergency? The President, of course. And he’s putting the TSA bosses in complete control. Yeah, I’ve seen the passenger screeners at lots of airports and I’m not so sure this is a good move!
I’m sorry but the way this Executive Order is written, I’m afraid that, under the right conditions, the government can take over almost all aspects of our lives and U.S. citizens will take a back seat to government. What road are we now heading down and why isn’t the press reporting this? Why are we putting up with this???
